1. Yes. Use GEM_MAKEFLAGS, e.g.: make all check GEM_MAKEFLAGS=-j8

You might recall that I've actually added this quite some time ago already.
I'm using this all the time when locally building packages on Linux, Mac
and Windows. It works.
