[L2Ork-dev] CI Holy grail no. 1: automate and speed up Windows 10 runner

Hi all,

1. Windows runner currently takes about 2 hours to complete. Is there
a way to run Gem build *deterministcally* in parallel to cut this
build time down to 1 hour?

2. Instructions for manually configuring a build VM for Windows 10 are here:

Can the entirety or even any part of these instructions be automated
to simplify the process?
