[L2Ork-dev] Purr-Data fixes to the build instructions for Linux Ubuntu 18.04

Below is an updated version of the build dependencies on Linux:

This should supplant the one found on
https://github.com/agraef/purr-data/blob/master/README.md#linux

We may also want to differentiate based on the Linux version.

In addition, "make all" on Ubuntu 18.04 throws an error when it gets to
libcwiid. It seems like we need a "make clean" after "configure
--with-python=python2 call for it to not fail at that point. Not sure if
this is a side-effect of the git having some stale files that do not get
obliterated by the usual aclocal && autoconf && ./configure... etc.
