Yay, we're back!

The problem originated from a decision I had to make awhile back that
keeps projects/profiles non-public by default. This appears to keep
the spammers from being able to display user spam in Google search.

When I accidentally changed the namespace of my repo last week, it had
the side-effect of marking my project as private. So if you weren't
listed as a developer on my repo, you got a 404.

I went ahead and made jwilkes/purr-data public for now-- that way
people can at least view the repo/issue tracker without logging in.
I'll just keep an eye out for any issue tracker spam and if it happens
then downgrade to "internal" which will just require a login again.
