[L2Ork-dev] osx version flag

This commit is from a past branch where Sam's ci-cache-nwjs had just gone
in, which we had to revert later since it broke the build system on Mac and
Windows. You can cherry-pick rev. 95852591 with the change, but it won't
apply cleanly because .gitlab-ci.yml has changed since. However, I
resurrected it for you:
