[L2Ork-dev] updating cyclone

So, cyclone 0.3 beta-1 is out!

it should be up in deken anytime (depending on Derek)

All left to do to so we can include it in Purr Data is having an "if" in
the makefile where it loads the purr data documentation instead, like I
said before, and I needed help on it.
