[L2Ork-dev] gitlab ci msys2 builds for Purr Data

Hi list,Gitlab CI doesn't currently have a way to handle Windows builds using the msys2 environment.
This makes it difficult to automate a Windows build machine for Purr Data. Yes, something ad hoc, 
undocumented, and buggy could probably be thrown together for this. But I'd much rather have 
the functionality upstream so that we don't have to maintain and/or bugfix a special case for 
Windows machines.
Luckily, the gitlab CEO added an "Accepting Merge Requests" tag to the corresponding issue 
when I inquired about it:

If anyone who knows golang wants to work on this to get msys2 environment working with Gitlab 
CI, I'll happily devote some time to testing it. And I'm sure this would benefit a lot more than just 
Purr Data.
