Do you know of any Debian-derived distro which has both libgsl versions in
its standard repositories? Then this might indeed cause issues.

Having both alternatives of the dev packages in the build deps should be ok
in any case. I could then rely on dh_shlibdeps picking up the proper
runtime dep on its own.
