I simply add the variable to the command line, like so:

  inst_dir=/usr ./tar_em_up.sh -F

This sets the variable in the environment while the script is being
executed. I've been doing it that way for ages, so I guess that this
should work with any Bourne compatible shell on any "modern" Un*x
system.
